The artificial intelligence sector is revisiting the idea of implementing specific watermarks and additional vetting measures. The G7 countries – Canada, France, Germany, Italy, Japan, the UK, and the USA – have presented 11 guiding principles for AI applications to tech companies. For now, following these guidelines is optional.
The notion of labeling AI-generated content, be it text, images, videos, or other formats, isn't new. A major reason behind such measures is safeguarding copyright. Other concerns include countering deceptive or counterfeit content and preventing unauthorized usage of biometric data. 

The G7's decision went beyond merely introducing “watermarks” on AI content. They set a more expansive goal: to streamline and merge different approaches to AI regulation. Representatives of the world's major economies identified reducing risks associated with AI systems while promoting the sector's innovative potential as their main objective. Essentially, the G7 nations acknowledged the duality of AI technology: it acts as both an engine of progress and a potential source of serious issues. 

In light of this, they aimed to find an equilibrium between embracing innovation and exerting strict oversight. 

The 11 guiding principles set out by the G7 span a broad range of measures, all designed to foster responsible AI development and implementation. These measures encompass external testing of AI products before their launch, public transparency regarding safety protocols, and stringent steps for intellectual property protection. The principles also emphasize investing in AI safety research and give precedence to addressing concerns in healthcare, education, and the climate crisis. Moreover, they address the identification of AI-generated content.

One notable aspect of the guidelines is the call for the adoption of international AI regulatory standards. Yet, while the G7 has made considerable strides towards a unified regulatory approach, disagreements on certain aspects persist. 

The U.S. stands against any formal supervision concerning the adherence to these principles, favoring a voluntary commitment to the guidelines set by the G7. Although the Biden administration appears proactive in pushing AI regulations on the home front, the necessity of obtaining Congressional approval for every decision significantly hampers the regulatory pace. Consequently, governmental bodies and their regulatory mechanisms struggle to keep up with the swiftly evolving AI sector.

In contrast, Europe has a distinct perspective. The EU champions rigorous monitoring and accountability, emphasizing adherence to the rules established by the G7 and publicly outing those who deviate. The EU will probably be the trailblazer in establishing compulsory regulations for AI developers at an official level. There's ongoing deliberation about the AI Act, which is nearing its final review phase and might very well receive approval by the end of 2023.
These contrasting views underscore the intricacy of instituting AI governance on a worldwide scale. Especially when considering the dialogue is presently confined to a mere seven nations, notably excluding major stakeholders like China.
